2008 AHP Awards
The Seattle Bank’s Board of Directors has approved the following Affordable Housing
Program (AHP) awards for the 2008 funding round. The Seattle Bank received 51 applications
requesting $19.0 million in AHP subsidy for the 2008 AHP funding round and approved
13 applications for a total of $4.38 million of AHP subsidy. The bank approved four
additional applications as alternates, which may be funded if sufficient subsidy
becomes available.
Special Notice to All 2008 AHP Applicants: The Seattle Bank will provide
a detailed scoring summary to all Seattle Bank members, sponsors, and development
consultants that submitted applications for the 2008 AHP funding round. The minimum
scores needed in the 2008 funding round were 77 points for competitive applications
and 76 points for alternates. Applications that received the same score were ranked
in order of those that requested the least amount of AHP subsidy.
Special Notice to 2008 AHP Award Recipients: In addition to receiving a
detailed scoring summary, Seattle Bank members that submitted competitive applications
will receive a funding packet, which will include an AHP Regulatory Agreement and
information regarding the dates of our upcoming compliance seminars. Members must
sign the agreement and forward it to the sponsor for signature. Once the signed
agreement is received by the Seattle Bank, any outstanding issues have been resolved,
and all eligibility requirements have been met, members may submit a disbursement request.
AHP Award Recipients
Idaho
NPTHA LIHTC#3 Rentals
Lapwai – Sterling Savings Bank was awarded $170,000 that Nez Perce Tribal Housing
Authority will use to develop 15 lease-to-own, three- and four-bedroom homes for
Native families earning at or below 60 percent of area median income. Three homes
will be set aside for homeless families, and three will be set aside for those with
special needs.
Schweitzer Ranch
Sandpoint – Bank of America Oregon, N.A. was awarded $350,961 that Spokane Housing
Ventures and Whitewater Creek, Inc. will use to construct 50 units of affordable
rental housing for senior citizens earning 60 percent or less of area median income.
At least 10 units will be set aside for homeless households. The project will include
a community center, garden, carports, and a walking path.
SEICAA's Acquisition Housing Program
Pocatello – Zions First National Bank was awarded $75,000 that the Southeastern
Idaho Community Action Agency will use to construct five three-bedroom, single-family
homes for first-time homebuyers earning 50 percent or less of area median income.
At least one unit will be set aside for a household with special needs. The sponsor
will pre-qualify applicants, provide homebuyer education, coordinate sweat equity
construction, and secure permanent financing.
Montana
Mountain View Apartments
Butte – Glacier Bank was awarded $98,989 that Butte Affordable Housing will use
to construct 11 energy-efficient, two- and three-bedroom rental units in four duplexes
and one triplex. Nine units will be set aside for households earning 50 percent
or less of area median income, and two units will be set aside for households earning
60 percent or less of area median income. At least 20 percent of the units will
be set aside for homeless and special needs households.
Shoulder Blade Complex
Lame Deer – First Interstate Bank was awarded $305,966 that Northern Cheyenne Tribal
Housing Authority will use to create 34 apartments for elderly households earning
between 30 percent and 60 percent of area median income. The project involves rehabilitating
an existing multi-family building that is currently in poor condition. The scope
of the rehabilitation is extensive and will result in energy-efficient units and
indoor and outdoor community space for residents.
Oregon
Gospel Rescue Mission-2008
Grants Pass – Evergreen Federal Savings & Loan Association was awarded $936,000
that Gospel Rescue Mission will use to construct a shelter for homeless men earning
50 percent or less of area median income. The shelter will provide 78 beds in a
dorm-like setting. The project will also provide commercial space for a thrift store
and community space for counseling, computer skills training, budgeting and job
skills training, and more.
HfH - Woodhill Park Neighborhood
Bend – Bank of the Cascades was awarded $240,000 that Bend Area Habitat for Humanity
will use to construct 10 three-bedroom, single-family homes. Five of the units will
be sold to households earning 60 percent or less of area median income and that
are qualified by Habitat for Humanity. The other five homes will be built by Habitat
for Humanity volunteers and will be sold to Housing Works, a Bend area nonprofit
organization. Housing Works will sell three of the five units to households earning
between 60 percent and 80 percent of area median income. The remaining two homes,
which will not receive AHP subsidy, will be sold at market rate, and the proceeds
will be used as a funding source for the affordable homes.
Morton Road
Oregon City – Umpqua Bank was awarded $180,000 that Clackamas Community Land Trust
will use to construct 12 owner-occupied, single-family affordable homes for first-time
homebuyers with incomes at or below 80 percent of the area median. Two units will
be set aside for disabled individuals, and two units will be set aside for elderly
households. The two-, three-, and four-bedroom homes will accommodate a range of
family sizes.
The Clifford
Portland – Wells Fargo Bank Northwest, N.A and co-sponsor ShoreBank Pacific were
awarded $791,912 for Innovative Housing to rehabilitate the historic Clifford Apartments,
creating 33 single-room-occupancy apartments and 55 studio apartments. Over half
of the units will be affordable to individuals earning less than 30 percent of area
median income. A significant portion of the units will be set aside for homeless
individuals. The project will have income producing, ground-floor retail space.
Washington
First and Cedar Apartments
Seattle – Sterling Savings Bank was awarded $729,000 that Plymouth Housing Group
will use to construct 81 units for homeless individuals and three managers’ units.
Qualifying residents will earn 30 percent or less of area median income. The project
will include ground-floor commercial space and a community room with kitchen facilities.
There will be onsite social service offices where residents can access a range of
social services, including job training, healthcare, and counseling.
HFH-Spokane - Affordable Home Choices
Spokane – Sterling Savings Bank was awarded $134,700 to be used by Habitat for Humanity-Spokane
to construct 15 two- and three-bedroom homes for households earning 50 percent or
less of area median income. Six homes will be set aside for households with special
needs. The project will be located on two separate sites: one with six single-family
homes and the other with a combination of single-family homes, duplexes, and a triplex.
Kulshan CLT Home Ownership Opportunities 2
Bellingham – Peoples Bank was awarded $179,980 that Kulshan Community Land Trust
will use to provide downpayment assistance to 20 households earning 80 percent or
less of area median income. Prospective homebuyers will attend homeowner education
classes and receive pre-purchase counseling.
Reliable Place
Centralia – Cowlitz Bank was awarded $184,000 that Reliable Enterprises will use
to construct 24 units of permanent supportive housing for 32 special needs households
earning 30 percent or less of area median income. The project will provide commercial
space that will be leased to Head Start. Services will include job training,
adult literacy, and life skills training.
AHP Alternate Projects
Franciscan Vistas Ewa
Ewa Beach, Hawaii – American Savings Bank, F.S.B. may be awarded $1.33 million to be
used by St. Francis Development Corporation to build 149 apartments for low-income
seniors. The project plans to include 126 one-bedroom and 23 two-bedroom units,
the majority of which will be affordable to individuals earning 60 percent or less
of area median income. Residents will be able to access a range of services, including
health screenings, nutrition and meal programs, and exercise classes.
Wish for Independence
Roseburg, Oregon – PremierWest Bank may be awarded $134,985 to be used by Umpqua
Community Development Corporation to create 15 units of special needs housing for
households earning no more than 50 percent of area median income. The project will
include rehabilitation of two single-family homes, as well as new construction of
a building that will contain eight new studio units and two one-bedroom units. All
of the units will serve individuals with disabilities, with five set aside for homeless
households.
Kelly Benson Apartments
West Valley City, Utah – Wells Fargo Bank Northwest, N.A. and co-sponsor Bank of
American Fork may be awarded $530,941 to be used by Housing Authority of Salt Lake
County to construct 59 units of affordable housing. The project plans to serve elderly
and chronically homeless households at 30 percent or less of area median income.
Talon Hills Seniors
Liberty Lake, Washington – Bank of America Oregon, N.A. may be awarded $530,941
to be used by Spokane Housing Ventures to construct a 60-unit, rental apartment
complex for elderly individuals. The project plans to provide a mix of one- and
two-bedroom units for households earning 30 percent and 50 percent of area median
income. Twelve units are to be set aside for persons with disabilities, and 12 units
are to be set aside for homeless households.
