Mike Daly, Chairman
Current term expires: 2007
Mike C. Daly is chairman, president, and chief executive officer of Wheatland Bankshares, Inc., in Wheatland, Wyoming. A graduate of the University of Wyoming with a degree in business administration, Mr. Daly began his banking career in 1974 with First Wyoming Bancorporation, then went on to open First State Bank in Wheatland, Wyoming, in 1981.
He is a past president of Wyoming Bankers Association and currently serves on that organization’s Government Relations Committee. He is also past president of the Platte County Chamber of Commerce and the Wheatland Lions Club.
Mr. Daly joined the Seattle Bank’s Board of Directors in 2002 and has served as chairman of the board since 2005.

Craig E. Dahl, Vice Chair

Craig Dahl is president and chief executive officer of Alaska Pacific Bancshares, Inc. (AKPB) and its subsidiary, Alaska Pacific Bank, headquartered in Juneau, Alaska. He also serves on the board of directors of both organizations.
Mr. Dahl began his banking career in 1973 with The B.M. Behrends Bank in Juneau, and he was president of the bank at the time of its sale to Key Bank in 1989. He joined Alaska Pacific Bank in 1992. The institution, formerly known as Alaska Federal Savings & Loan Association, has served Alaskans since 1935. In 1999, he led it through the process of converting to a stock-owned savings bank.
Mr. Dahl, who is a graduate of Seattle University, serves on the American Bankers Association Government Relations Council and served for two terms as president of the Alaska Bankers Association. He just completed a three-year term as assistant district governor for Rotary District 5010 and is a past president of the Glacier Valley Rotary Club.
Mr. Dahl is a member of the Juneau Chamber of Commerce and is an active member of the community.

Les AuCoin
Current term expires: 2008
Les AuCoin is a visiting professor at Southern Oregon University, an author, and a retired U.S. Congressman from Oregon. During his 18-year tenure in Congress, he served on the House Appropriations Committee, the House Banking Committee, and the Housing and Community Development and International Institutions subcommittees.
From 1996 – 1998, Mr. AuCoin was president and chief executive officer of the Oregon Health Sciences Foundation, the private financial fundraising arm of the Oregon Health and Sciences University in Portland, Oregon. From 1994 – 2005, he managed his own consulting firm, AuCoin & Associates, LLC, which focused on government affairs and planned giving. From 1998 – 2002, he served as the Glenn L. Jackson Professor of Political Science at Southern Oregon University.
Mr. AuCoin was a member of the Seattle Bank’s Board of Directors from 1994 – 2000, during which time he served as a member of the Financial Operations and Policy and Strategy committees. He was also the board’s designated representative on the Council of Federal Home Loan Banks, where he served as vice chairman for two years.
Mr. AuCoin currently serves on the board of Teton Heritage Buildings, a residential construction firm based in Jackson, Wyoming, and Big Sky, Montana. He received his bachelor’s degree in journalism and honorary doctor of human letters from Pacific University in Forest Grove, Oregon.

Marianne M. Emerson

Marianne Emerson is a highly accomplished information technology (IT) systems executive with over 15 years of experience in strategic planning and implementation of mission-critical, enterprise solutions for economists and financial services professionals.
Currently, Ms. Emerson is chief information officer for the Seattle Housing Authority, a public corporation providing affordable housing to more than 25,000 low-income Seattle residents. From 2002 – 2007, she served as chief information officer at the Federal Reserve Board in Washington, D.C., where she was responsible for providing IT services to the central bank of the United States. She joined the Federal Reserve Board in 1982 and held a number of IT leadership positions during her tenure there.
Ms. Emerson earned a bachelor’s degree from Bryn Mawr College and a master of science (computer science) and a master of business administration (finance) degree from the University of Maryland. She has also served as an adjunct lecturer in information security at the Smith School of Business at the University of Maryland.

Daniel R. Fauske

Dan Fauske is chief executive officer and executive director of Alaska Housing Finance Corporation (AHFC). Since he assumed that position in 1995, the organization has issued more than $6.0 billion in housing bonds and paid an annual dividend of approximately $100 million to the State of Alaska.
Mr. Fauske also serves on the National Housing Development Corporation Board of Directors and the UAA School of Nursing Advisory Board. In addition, he has chaired the Alaska Interagency Council on Homelessness and served on the Fiscal Policy Council of Alaska and Fannie Mae’s National Housing Impact Advisory Council. Prior to his career at AHFC, Mr. Fauske served as chief financial officer and chief administrative officer for Alaska’s North Slope Borough.
He holds a master’s degree in business administration from Gonzaga University.

Harold B. Gilkey
Current term expires: 2008
Harold Gilkey co-founded Sterling Savings Bank, a state-chartered, federally insured stock savings and loan association in 1981 and served as chairman from 1981 through 2004. Since that time, he has served as the chairman of the board and chief executive officer of Sterling Financial Corporation and three subsidiaries of Sterling Savings Bank: INTERVEST-Mortgage Investment Company, Action Mortgage Company, and Harbor Financial Services, Inc. Prior to his tenure at Sterling, he was President of Bancshares Mortgage Company of Spokane, senior vice president of Old National Bank of Spokane, and employed by Bank of America for 12 years.
Mr. Gilkey is a past director of the Washington Savings League and a member of the Savings Association Insurance Fund Industry Advisory Committee, an advisory committee of the FDIC. He earned a degree in business administration from the University of Montana in 1962 and a master’s degree in business administration from the University of Southern California in 1970.

William V. Humphreys

Bill Humphreys is president and CEO of Citizens Bank in Corvallis, Oregon. He has more than 36 years of banking experience, including 23 years as chief executive officer of a community bank.
Mr. Humphreys has served as a director of the Oregon Bankers Association and the American Bankers Association, as well as chairman of the State of Oregon Banking Board. He is currently a faculty member at Oregon Bankers Association Directors College.
Mr. Humphreys has a bachelor’s degree from Western Oregon University and graduated with honors from the School for Bank Administration at the University of Wisconsin.

Frederick C. Kiga
Current term expires: 2009
Frederick C. Kiga is vice president for Government Relations and Global Corporate Citizenship for The Boeing Company. From 2003 – 2007, Mr. Kiga was the director of corporate and government relations for Russell Investment in Tacoma, Washington.
Prior to his tenure at Russell, Mr. Kiga worked for the State of Washington as director of the Department of Revenue and chief of staff to Governor Gary Locke. As chief of staff, he was responsible for organizing the Governor’s Competitiveness Council, which focused on improving the state’s business climate, and implemented use of an innovative “Priorities of Government” budget process to address a $2.5 billion deficit without a tax increase. Mr. Kiga has also worked as a consultant with a large accounting firm and as a vice president at Washington Mutual.
Mr. Kiga is chair of the University of Washington Board of Regents, a member of numerous professional and civic boards and commissions, including: the Capital Hill Housing Improvement Program, the BOLD Initiative, the Association of Washington Business, the Tacoma Pierce County Chamber, the Pierce County Reading Foundation, and the American Benefits Council “Thrive by Five” Advisory Committee.
He earned a bachelor’s and master’s degree in business administration and a juris doctor degree from the University of Washington. He is a member of the Washington State bar.

Russell J. Lau

Russell Lau is vice chairman and chief executive officer of Finance Factors, Ltd. in Honolulu, Hawaii. As CEO, Mr. Lau directed a major strategic restructuring effort for Finance Factors, the largest Hawaii-owned, financial-services loan company, with assets in excess of $670 million. He is a member of the Financial Executives Institute and active in Honolulu’s non-profit community, including serving as treasurer/trustee of Assets School and trustee for Catholic Charities Hawaii.
Mr. Lau holds a bachelor's degree in finance from the University of Puget Sound and a master's degree in business administration from the University of Oregon.

James G. Livingston, PhD

James G. Livingston is a vice president in the investments division at Zions First National Bank in Salt Lake City, Utah, where he is responsible for the company’s Employee Stock Option Appreciation Rights Securities program, a market-based method for the valuation of employee stock options.
Mr. Livingston has extensive education and experience in accounting, finance, capital markets, and corporate governance. Prior to his tenure at Zions First National Bank, he worked for a multi-billion dollar hedge fund in New York City, where he was director of the financial research group and served in the quantitative strategy group. He has also served as an assistant professor of accounting at Southern Methodist University and an instructor of economics and finance at the University of Rochester in Rochester, New York.
Mr. Livingston holds a B.A. degree in economics from Brigham Young University and an M.S. degree in applied economics and a Ph.D. in business administration from the University of Rochester.

William A. Longbrake

Bill Longbrake has served as vice chair of Washington Mutual, Inc. since 2004.
Mr. Longbrake began his career at Washington Mutual in 1982 and left the organization in 1995, when he was appointed to serve as chief financial officer and deputy to the chairman for finance at the Federal Deposit Insurance Corporation. He returned to Washington Mutual in 1996 as executive vice president and chief financial officer and later served as vice chair and chief financial officer, from 1996 to 2002, and as vice chair and chief enterprise risk officer, from 2002 to 2004.
In 2001, Mr. Longbrake was named CFO of the Year in the Driving Revenue Growth category by CFO Magazine.
Mr. Longbrake is a director of Washington Mutual Bank, fsb, which is a member of the Seattle Bank and a subsidiary of Washington Mutual, Inc.

Michael W. McGowan

Michael McGowan is president and chairman of Daniel Capital Management Ltd., which provides strategic consulting services to private and public companies throughout the world.
Mr. McGowan was the primary founder of Nova Biosource Fuels, Inc., one of the top renewable energy companies in the world, and is currently a principal in several renewable fuel companies. He is also a frequent speaker on the subject of renewable energy to audiences worldwide.
Prior to entering the energy sector, Mr. McGowan worked in the banking and financial management industry as an investment portfolio manager. He holds a bachelor of arts degree in history and international relations from the University of Montana.

Cynthia A. Parker

Cynthia Parker leads Seattle-Northwest Securities' affordable housing and real estate group. She also serves as chair of the housing committee of the board of directors of the YWCA of Seattle • King County • Snohomish County, co-chair of the Sound Families initiative for the Bill and Melinda Gates Foundation, and a director of Impact Capital.
As director the City of Seattle's Office of Housing from 1999 – 2002, Ms. Parker was responsible for the City's housing policy and investment activities, including management of its $174 million loan portfolio. From 1982 – 1999, Ms. Parker was executive director of Anchorage Neighborhood Housing Services, Inc., a non-profit development corporation focused on implementing affordable housing programs.
Ms. Parker is a former president of the National Neighborhood Housing Network, and a former director of the Federal Reserve Bank of San Francisco, where she served as deputy chair in 1997 – 1998. Ms. Parker also served on the Seattle Bank’s Affordable Housing Advisory Council from 1991 – 1998.
She has a bachelor’s of science degree from Portland State University.

Park Price

Park Price has served as president of Bank of Idaho, an independent community bank, since June
2003 and as a director of that institution since 1999. He is also a director of Western Independent
Bankers, a regional banking association serving community banks across the Western United States.
In addition, Mr. Price served as a director of West One Bank, Idaho / U.S. Bank, Idaho, from 1990 to
1996, and on the Advisory Council of the Federal Reserve Bank of San Francisco from 1985 to 1990. He was
also owner and president of Park Price Motor Company in Pocatello, Idaho, from 1979 to 2003 and has served
on the boards of numerous business and civic organizations, including Idaho Association of Commerce and
Industry, Idaho Community Foundation, and Idaho Business Coalition for Education Excellence.
Mr. Price holds a bachelor’s degree in economics from Dartmouth College.

Donald V. Rhodes
Current term expires: 2008
Don Rhodes is chairman of Heritage Financial Corporation in Olympia, Washington, and the corporation’s Heritage Bank and Central Valley Bank subsidiaries.
Mr. Rhodes has served as chairman of the board for four separate banking institutions. He has also held board leadership positions with several community organizations, including his service as board chairman
of both South Puget Sound Community College and Community Foundation of South Puget Sound. He has been a member of the
Board of Trustees of South Puget Sound Community College since 1991.
Mr. Rhodes graduated with a bachelor's degree in business administration from the University of Washington and completed the Stonier Graduate School of Banking program at Rutgers University.

Jack T. Riggs, M.D.
Current term expires: 2007
Jack Riggs is a board-certified emergency medicine physician. He is also a partner in North Idaho Medical Care Centers, PLLC, which he founded as an urgent-care medical practice serving northern Idaho in 1986. Since 2005, he has been the chief executive officer of Pita Pit USA, Inc. In addition to his professional and entrepreneurial experience, Dr. Riggs served as an Idaho State Senator from 1996 to 2000 and as the state’s Lieutenant Governor from 2001 to 2003. He has also served on the Idaho State Board of Health and Welfare.
Dr. Riggs is a graduate of the University of Idaho and the University of Washington School of Medicine.

David F. Wilson
Current term expires: 2008
David F. Wilson is a commissioner of the Idaho Housing and Finance Association (IHFA), the owner of Wilson Construction LLC, and a former mayor of Sun Valley, Idaho.
As a member of IHFA’s Board of Commissioners since 1995, Mr. Wilson is actively involved in providing overall policy direction and setting long-term goals for the organization, whose mission is to provide funding for affordable housing opportunities in Idaho communities.
Mr. Wilson has been the owner of Wilson Construction, LLC, a residential and commercial development company in Ketchum, Idaho, since 1977. He is also an active member of the National Association of Home Builders and served as the organization’s president in 2005. Currently, he is an NAHB senior life director and vice chairman of the Home Building Industry Disaster Relief Fund.
Mr. Wilson served as Mayor of Sun Valley, Idaho, from 1997 - 2001 and as a city council member from 1991 until 1997.
He holds a bachelor’s degree in business administration from California State University at Los Angeles.

Gordon Zimmerman

Gordon Zimmerman is president, assistant corporate secretary, and a member of the board of directors of Community Bank, Inc., a $100 million community financial institution located in Ronan, Montana.
Mr. Zimmerman began his career in the financial services industry with KPMG Peat Marwick, where as a manager in the firm’s audit department, he specialized in matters relating to real estate, financial institutions, SEC regulation, and technology. Following his tenure at KPMG, Mr. Zimmerman served as chief financial officer for several venture capital entities, including Southwest Value Partners of Scottsdale, Arizona, and Pack River Ltd. LLC, in Sandpoint, Idaho. In 1998, he joined Pend Oreille Bank in Sandpoint, Idaho, serving as its chief financial officer, president, and board member until 2003, when he joined Community Bank, Inc.
Mr. Zimmerman holds a bachelor of arts in accounting and finance from the University of Montana, a graduate degree in banking from the University of Colorado, and a professional master of banking degree from the Executive Banking Institute at Louisiana State University. He is a licensed CPA in Montana, a member of the American Institute of Certified Public Accountants, and a member of the Montana Bankers Association.
