Your access and use of this website ("Site"), which is owned and operated by the Federal Home Loan Bank of Seattle (“Bank”), is subject to the following terms and conditions ("Terms and Conditions") and all applicable laws. By accessing, browsing or otherwise using the Site, you accept and agree to be bound by, without limitation or qualification, these Terms and Conditions of the Site. 1. Purpose; User ID and Passwords. The Bank maintains the Site for your information, education and communication, and to conduct certain banking transactions with an approved institution, such as the AHP, HSP, MPP or certain other products. With respect to these types of applications, an approved institution and its employees must follow all related agreements, guides, policies and procedures, including without limitation, the User ID and Password Controls that are established by the Bank from time to time. All User IDs and passwords are assigned to one or more individuals at an approved institution who have each been authorized by that institution to receive such User ID and to conduct transactions and communications with the Bank on behalf of his or her Institution. The User IDs and passwords must be kept confidential, and must not be shared with another individual, another institution or other party. The password shall consist of 6 (six) or more characters, with at least one being numerical. The password will be changed every ninety (90) days. 2. Limited Access License. You have a limited license to access, browse or use the Site. Unless otherwise authorized by the Seattle Bank, you may not download (other than page caching) material displayed on the Site. Except as otherwise set forth below, you may not create links to, distribute, modify, transmit, reuse, report or use the contents of the Site, including the text, images, audio and video, for public or commercial purposes, without the Bank’s written permission. You are granted a limited, revocable, and nonexclusive license to create a hyperlink to the homepage of the Site so long as the link does not portray the Bank or its products and services in a manner that is unacceptable to the Bank in its sole and absolute discretion. Any unauthorized use of this Site by you terminates the limited licenses that you have been given with respect to the Site

3. Rights to Intellectual Property. You should assume that everything you see or read on the Site is copyrighted (and protected by United States and international copyright laws, both as individual works and as a collection) unless otherwise noted and may not be used except as provided in these Terms and Conditions or as provided in the text on the Site without the written permission of the Bank and the copyright owner of the specific information involved. You may not use any Bank or third party logo, trademark and service mark (collectively, the “Trademarks”) or other proprietary graphic without the Bank or third party owner’s prior express written permission. The Bank neither warrants nor represents that your use of materials displayed on the Site will not infringe rights of third parties. Except as expressly set forth herein, nothing contained on the Site should be construed as granting, by implication, estoppel or otherwise, any license or right to use any Trademark displayed on the Site without the written permission of the Bank or such third party owner.

4. Accuracy; Updating. While the Bank uses reasonable efforts to include accurate and up-to-date information on the Site, the Bank makes no warranties or representations as to its accuracy. The Bank assumes no liability or responsibility for any errors or omissions in the content on the Site. Changes may be made at any time to the Site and the information herein without prior notice.

5. No Warranties or Damages. Your access, browsing and use of the Site is at your risk. Neither the Bank nor any other party involved in creating, producing or delivering the Site is liable for damages of any kind arising out of your access to, browsing of, or use of, the Site or in connection with any failure of performance, error, omission, interruption, defect, delay in operation or transmission, computer virus, line system failure, loss of data, or loss of use related to this Site or any website operated by any third party or any contents of this Site or any other website. 7. Use of Site Information. 9. Scope. Unless otherwise specified, the materials in the Site are presented for the purpose of facilitating the use of and for otherwise promoting the financial products and services the Bank provides to its members and customers. This Site is controlled and operated by the Bank from its offices within the City of Seattle, State of Washington, United States of America. The Bank makes no representation that materials in the Site are appropriate or available at locations outside of District Twelve of the Federal Home Loan Bank System. Those who choose to access this Site from other locations do so on their own initiative and are responsible for compliance with local laws, if and to the extent local laws are applicable. Software from this Site is further subject to United States export controls. No software from this Site may be downloaded or otherwise exported or re-exported unless permitted by United States laws and regulations.

10. Governing Law. Materials in this Site are governed by and shall be construed in accordance with the laws of the State of Washington and of the United States. The venue for any matter relating to or arising from this Site shall be in a state or federal court of competent jurisdiction in the State of Washington.

11. Partial Unenforceability. To the extent any portion of these Terms and Conditions is determined to be unenforceable by a court of competent jurisdiction, such portion will be modified by the court solely to the extent necessary to cause such portion to be enforceable, and these Terms and Conditions, as so modified, shall remain in force and effect.
